In the parish territory of San Giacomo Apostolo, this church began life around 1605 as a modest chapel, raised on three bases and reached by a stone staircase. Its construction was promoted by the local baron, with a dedication to the Holy Spirit and patronage from a Neapolitan congregation, which held an ecclesiastical rent later abolished by King Giuseppe Bonaparte.

In 1778, the chapel passed to the Confraternity of the Madonna del Buon Consiglio, acquiring its own statute and royal assent. The building is Baroque in style, a period when Italian churches often favoured dramatic spatial effects, ornate decoration, and an emotional, theatrical piety. Here, the architecture presumably reflects that sensibility.

The church was elevated to a Diocesan Sanctuary in March 2002 by the local bishop, adding a layer of institutional significance to its long history as a place of local devotion, perched above its surroundings on those original stone bases.
